I am replacing my disc brakes and rotors on my 2004 dakota rear. I noticed the parking brake cable was off on the left rear lever/linkage. It looks like the lever is frozen. The right side is back further then the left side lever. Is it possible to free up that lever so that it is working again? How difficult is it to replace. The parking brake pads are in good shape. Any answers will be helpful.

Also what is the proceedure for adjusting the parking brakes. I know the star adjuster is used but how much adjustment is what I need to know.
