I just found an online manual, the blower fan resistor is in a different location on the 1997 - 2000 dakotas. It is up under the windshield wiper grille on the pass. side. In the " cowl plenum ". Not in the passenger footwell like the 2001 and newer. I hunted for hours to no avail, hope this helps others.
