Default Power Steering Problems

Hi, I'm having power steering problems with my 2004 Dodge Dakota quad cab. I replaced the rack and pinion so far in the truck and the problem continues. My mechanic told me it has to either be power steering pump or rack and pinion so now I'm going to change to power steering pump.

The problem with the truck is that when its cold outside it has a really hard time steering, basically has no power steering. Once I drive it for at least 10-15 minutes power steering seems to loosen up and seems to work fairly well. I also hear a clicking noise in the steering column when I turn the steering wheel. I've also heard of problems with the universal joint on the intermediate shaft, can anyone confirm this or any other possible problems that may sound similar.
