No, LED's dont use any power, well not nearly enough to run down your battery. but if your worried about it do a parasitic draw test. turn all your electronics off and disconnect your ground cable on your batt. and hook and multimeter set on amps and hook the red lead to the ground cable and the black lead to the ground post. Ideally the closest to zero the better, but .05 amps is acceptable. but like i said LED's dont use nearly enough power to worry about it so you are good to go.
The way you have it won't hurt anything but the switch and LED could burn out prematurely. A better way to wire it would be to let the positive parking light circuit wired through a relay to supply power to the switch and out to the lights. That way, the PIAA's would only be on if the parking and/or headlights were on. Dodge wires the OEM fog lights in a similar way, only you pull out on the headlight switch to turn on the fog lamps.
