Default 2000 Dakota--full of hot air

My 2000 Dakota (V6, auto) is suffering (and so am I) in SoCal summer heat--no working AC and no radiator (auxillary) fan working.

1) Where is the blower motor resistor located? What tools necessary for its access, replacement?

2) What is likely needed to get auxillary fan working? The 30A fuse is good, though it used to blow regularly. (I don't think the fan has worked for several months; hasn't really been a problem until temps have climbed into the 90s though.)
