Locking Steering Column

I have a 2004 Dakota Quad 4x4 with 50 series 20 inch wheels. My problems is the steering wheel wont lock anymore. Is this due to the wheels or do I have other issues ?? Thanks

There is a re-call for it. alas, the dealer fix lasted all of maybe 1000 miles.
