Default Power steering pump

Not sure if it does it more in colder weather but steering is stiff as if no power steering. Fluid is ok and no leaks. Belt is new. Seems to go back to normal after a while. It is intermittent. Should fluid be drained and refilled? If so How? 2004 3.7 137,000. thx

easiest way to change the PS fluid is to use a turkey baster. walmart has a very nice one for $5-10, almost too nice. buy a quart of PS fluid. with engine off, stick the end of the baster down in the deepest region of the reservoir and suck out as much fluid as you can get. then refill. crank the truck and take it for a test drive and turn the wheel a lot. then repeat at least one more time. 2 refills will use up about 1 qt. this helped my old chevy and stopped it from whining.
