Default '03 Dakota A/C Heater Vents

I have a 2003 Dakota whose a/c-Heater vents are all screwed up. During this past summer the ac blower was not blowing too much air thru the a/c vents, and now during this winter I have found that the hot air from the heater barely come out thru all the vents at once. I can not control the different vents to work. Can someone point me in the right direction on what to look for in trying to fix this myself instead of taking it to the dealer. I am wishing that it's something as simple as a vacuum hose fix.

the vent controls are vacc operated yes, under the hood, there is a vacc line leading from teh brake booster towards the pass side, mounted high on the firewall, you will see a t fitting and a line leading into the firewall along with the heater hose to the core,
that is the line that goes to the back of your HVAC controls, so the problem is probly in there,
otherwise its the vacc thing on the heater box itself,
