Default Fuel pump issues

Hey guys, I think I'm having some fuel pump issues here. I have a 97 Dak 2.5l 4cyl, 15gal tank. The fuel pump is very loud, unless the tank is full. I've heard that fuel pumps are supposed to make some noise, but mine sounds very slow and weak lol. When driving on the freeway, it seems that the less gas I have in the tank, the worse the truck performs. And once while driving down the freeway, the truck suddenly started to decelerate (as if I closed throttle), and was unable to keep its speed. I tried going full-throttle and it didn't help. Luckily my exit was only a couple hundred feet away and I was able to get off. The truck acted sluggish until I filled up at the station nearby, and it drove normally after that.

Basically, when the tank is full, the truck performs alright, when its low, it doesn't perform good at high speeds (55+).

Also, when my tank is about 3/4 full, the gas gauge needle starts jumping around. It'll be near-full one minute, and instantly jump to empty the next, then jump right back to near-full again.. this problem goes away when the tank is full.

So is my fuel pump dieing? Or is there something else going on.. is the filter clogged?

If I have to get a new pump, is there any reason I shouldn't buy a used one? I don't plan to keep this truck forever, but I do need it to get me to school and work (about 60 mi a day)
