For $1000 plus the cost of making the truck drivable (since I consider steering to be essential, I am looking at this as a "it must be done" repair), I think you could do better. Especially if you are concerned about gas mileage as well. And, I don't necessarily think that 130,000 miles on a 4 banger truck is really all that low mileage.

To me, it just sounds like there are too many known problems for the thing to be worth spending a grand on. For everything that is known, you have to figure something unknown is likely to pop up as well.

My '99 V8 with 165,000 and four wheel drive would probably only fetch about $3000. It has no mechanical issues at all, minor cosmetic issues (read - rust on the front fenders that is starting to bubble the paint), decent tires, and a spotless interior. I am not sure the truck you are looking at is worth the $2000 or so it is likely to cost you.
Well this one sounded like it answered your question too.

Hey i'm 17, I started out with a pos sunfire that crapped out a little while ago. I was lucky enough that we just moved and bought a new vehicle so my mom handed me down the old dakota. Yes it is a 2000 quad cab with a v8 and all that but it's a total piece a **** with super high mileage, the power steering is gone, i put it in a ditch about a year ago so it aint the pretty, the steering is shot, the tires are crap, it was a camping/dog hauler, it's starting to rust out, this truck was well used. I'm fixing what I can with the money I have to eventually make it niceish. What i'm getting at is he's 17, take what you can get, especially if you have no money and you can pay him off. As 17 year olds, we're not looking for a safe reliable vehicle. We take what we can get as long as it can get from point A to point B on most days, whether it last for a month or a year, it's wheels.

Hey guys, I just wanna chime in here again:

I bought my 97 4banger dakota last year. I was 17 at the time. I knew almost nothing about vehicles, but I'll just say that if you want to learn to repair your own vehicle, this truck was SO easy to learn on. You have a ton of room in the front for doing repairs. If you take off the airbox and all those tubes you'll have enough room to sit in the engine bay as you work.

LOL, if he wouldve been helping me you better believe i wouldnt of said what i said. he did not answer my question, i asked if the truck was a good buy or no, NOT if i should buy a car. christ sake you kids have the worst reading comprehension i have ever seen in my life.

anyway, thanks to all people who actually helped, but my 'friend' all of the sudden wants $1500 and cash.. i laughed.. blessing? probably. oh well, i really needed the transportation.

When on earth did I tell you to buy a car? All I spoke of was things concerning the truck. Maybe you need to learn to read a little bit better before you tell other people too.

I'm sorry, but nobody is going to take kindly to someone that comes on her and slams other members that have been here a long time by some kid. Sorry but that aint goin to fly homie.
