Default Possible Transmission Problems or something else????

I have a 2000 Dakota 4.7L v8, i had it for a few months now and im starting to notice some things that make me nervous.
First of all is it normal for the fans to run all the time on these?
Also when i first start my truck up i let it idle for a minute or so, then start driving. It goes through gears 1-4 just fine but it doesn't want to shift into overdrive, it just started doing this a week ago or something. After a while i tried pulling over and put it back in park then drive again and then it shifts fine after that. What could be causing this?
The last thing i have been noticing is when i put the cruise control on at any speed (seems worse around 50-60mph) the rpms will go up almost 500 rpm then it will drop back down. It does this every 10 to 20 seconds, but the weird thing is that sometimes it runs just fine in cruise control.
If anyone can give me any info to any of these problems i would really appreciate it, because me and my wallet are getting a little nervous.

the efan will turn on when your ac is on or your temp gauge reads 210. The Fan Clutch will roar for about 1 to 2 miles when your first start it up. If it doesnt go away then the clutch is seized and will need to be replaced(49.99) at autozone.

I think the comon cause of your shifting problems are related to the crankshaft position sensor, it will probably need to be replaced but im not sure. I also believe the surging while using cruise control is a possible bad CTM.

Is your truck throwing any codes? (flip the key on and off 3 times leving it on the 3rd time, if its throwing a code it will throw it up on the screen where the odometer reading is)

spencers is correct on the fan issue. as far as the shifting goes, it will not lock the torque converter clutch until the trans is up to operating temp. 4th gear is your o/d high gear is the tc locking up. as far as the surging with cruise on, 2 questions: is it an aftermarket cruise and can you duplicate the problem using your foot, not the cruise? it sounds to me like the throttle pos sensor, common prob and cheap and easy to fix.

I would say its the TPS.
