Default Turn Signals and Hazards(now) not working...

Hello everyone. I am at my wits end here. I have a 97 Dakota Sport 2wd 3.9. The other day my turn signals were acting up. They would work and then not work and so on. When they decided to not work there would be an obnoxious noise for a second and then nothing. It sounded much like a buzzer that was running out of power. Anyway I thought the multi-function switch went bad so I bought one installed it and still nothing... Great ok did a bit of consulting online and figured the flasher/relay went bad. Bought that and not only did it not fix the issue now the hazards wont work either. So at the moment I am out over $110.00 and am still having the same issues. Any ideas please?

hmm...check the fuses? does the tilting the steering wheel up/down change anything?

Sorry, I did not mention that was the first thing that I did. Yes it is a tilt column adjusting it does nothing.
