Default Dangerous brake ABS problem

Wonder if someone has seen this. On my 02 Dakota quad cab, if I press the brakes normally it's fine. But if it have to press in a hurry (which I think then engages the ABS system), it locks something up (don't know if it's one or all wheels in a skid, you hear the squeal), then unlocks and lets the vehicle run on too far, then locks again. All this makes for a huge stopping distance. Not quick pulses like you expect, but skid, release, skid. The whole vehicle clunking. It goes a long way once this starts, it can't really stop right when this is going on. What is the world is this?
