Default radiator drain plug

Can someone tell me how to radiator drain works?
Do I have to completely remove the radiator drain plug to drain the radiator? I can only turn it a 1/4 turn in either direction and I do not see any coolant leaking out. There seems to be something inside stopping it from turning more. I also have tried to pull it out by hand. Thanks.

I used a set of linesman pliers and turned and pulled at the same time. There is a drain hose already hooked up on mine. I replaced my radiator once because I slid into a dog that ran in front of me on a sheet of ice. I assume it is still the same as OEM. It seems to have long threads with a small twist angle. Mine has two O rings on it.

turn it 1/4 turn and pull out. it will open and start to drain. turn another 1/4 turn and pull out again an it will come completely out.
