The Haynes Book for your son's truck will tell you how to test the headlight switch and the multi-function switch (the bright light/blinker switch on the steering column) with a volt-ohm meter. It would be a good idea to check the switches first before you replace either one of them. The problem could be one of the switches, but it could also be the Central Timer Module.
If the switches both test OK you may have a bad CTM. The CTM controls all of the electrical accessory and lighting functions in the truck-low and high beam headlights, blinkers, interior lights, dash lights, radio, keyless entry/power locks, power windows, they all run through the CTM. CTM failure is a pretty common problem on Dakota's.
