Default Check Engine Lights does not light at start

My Check Engine Light (MIL) does not come on when I turn the key on (test cycle). Does this mean that the Instrument Cluster circuit board is bad? The manual says this light is a LED that is part of the circuit board and I assume the light test function is also part of the circuit board. Does anybody have any experience with this? I can't pass inspection because it sees this light failure.

If you hold the trip button while you turn on the key your gauges will go through a full test cycle.Try that and if it still doesn't illuminate then I would say the bulb is just burnt out.
