So i have a 99 Dakota with no Cruise control and no horn
I replaced the clockspring and it still didn't work, i've also checked the fuses and made sure the wires aren't cut. What else is there!?!?!?

i have to ask, did you change the steering wheel? reason i ask is i have changed my steering wheel before and had the same problem

Bust out the Mulitimeter and start checking the wires for correct continuity from the switches to the relays, computer where ever they go. The FAQ has wiring diagrams in the Service manual.
