Default running/parking lights problem

Hope this is a simple one, I have a 97 with a trailer hitch. the rear running lights on the trucks tail lights do not work along with the lic plate lights (the front running lights work, break lights, blinkers 4 ways all work). when I test the trailer hitch outlet I get power to the running light there. what the hell??? replaced bulbs nothing. is there something simple? does anyone have the electrical schematic?
thanks folks

so brakes and turns work, but not runnings? For kicks and grins, unplug the connectors from chassis wiring to body. They're right behind the spare tire, can't miss them. They just pull apart. Can also meter there with a volt meter.
