Default 98 gauge cluster inop

Since I got my truck, the gauges haven't worked. The abs, fuel, airbag lights stay on all the time. I checked and cleaned all grounds and codes. I'm getting 2 cluster codes. No speed pulse from ecm and no distance pulse from ecm. My scanner shows that I'm getting a speedo pulse from the ecm to the diagnostic port but I guess the cluster wiring could have a break somewhere between the ecm and the cluster. The cluster has been changed already but that doesn't mean this hasn't happened before and the repacement cluster burned out again.

I thought that at first because the other scanner showed that I was not getting a speedo signal but the matco scanner does.
