Default Transmission slipping and brake issue

My 1999 Dodge Dakota RT has a problem ,the transmission slips when kicking down and passing it revs up then I let of gas and it catches.I noticed though that the trans fluid is over full by two litres, would that do it,also with my brakes the back doesn't engage well, the front engages harder then back.I put new brake pads on front and back but didn't help.
