Disabling air bag

Is disabling the airbag system on a 2001 Dakota as simple as removing the negative battery and allowing the capacitor to drain?

1. Disconnect Battery

2. Remove 2 fuses from driver panel fuse box.

3. Wait 20 mins for back-up power to drain.

4. Get er done.
