Default 99 Dakota feels like it stutters when it doesnt have a load on it.

I have a 99 Dakota 318 5 speed 4x4 that feels like it stutters when you keep your foot in the gas when your going down a hill or just cruising on a flat area but not when you put a load on it at all. What I mean by that is if you feel it stutter and put the gas down some it comes out of it immediately and accelerates with no problems. I have done a tune up recently and put a couple cans of sea foam through it including the vacuum system while this gave it more power it did not fix the stutter problem. It uses no oil or coolant so I dont think it has a bad head or head gasket but who knows any ideas?
