Default Adjusting torsion bars

Whats up guys,

Had my truck for about 5 months now. The guy that had it before lifted the torsion bars all the way for a cheap lift I guess. I tried to lower them back down because I don't really like the raised look, but the bolts wouldn't budge. Took it to a buddy that has a shop and he put a torch to the bracket and everything. He couldn't get it and didn't want to continue so he wouldn't sheer the bolt. So I'm wondering what my options are. Should I just spray it with PB Blaster for a while and try again?

Spray with PB Blaster and put a jack under the center of the front end to get the weight off of the tires. DO NOT use an impact gun. The weight is the key
