Default Raising the front bumper

I need to raise my front bumper on my 2000 Dodge Dakota. The fog lights are pointing to high up in the air. Any tips / suggestions? Thanks.

I'm confused. Can't you just adjust the lights?

You don't need to raise the front bumper you can simply adjust the lights....

The end of the bumper near the tires if falling down so the weight of the bumper is pushing the lights up. I need to raise the bumper. I can adjust the lights but I want to fix the bumper so it wont keep falling and I wont have to adjust the lights. Sorry, for the confusion.

It doesn't move on it's own. That top piece is steel, and bolts directly to the front of the chassis with either 4 or 8 bolts, depending on the year. They are 18 MM. Open the hood and look down right next to the headlights, you will see them. If you push the bumper the way it should be, you'll see that something has come loose- either the 18MM bolts, or the tiny phillips screws that hold the steel and plastic together.
