Default What affect does the pcv valve have on a 3.9

I noticed that theres a hissing where the pcv goes in the valve cover and was wondering if this sound is normal and I also have another question lol.
I know i sound really dumb for asking odd questions. My truck was going fine and getting at least 19.6 mpg to 20.1 average each day and now its down to about 18-19. Its the same trip every single time and i hit 70 and leave cruise control on. I noticed that when it idles the rpm gauge stays in one spot but the truck vibrates and im wondering if this would be the pcv valve or some kind of vacum hose that the dealer talked about.

Could be a bad PCV Valve, or the gromett is not sealing, if so, spray a LITTLE either around it and see if the rpm's increase
