Default Clutch fan roar

I just got my dad's old 1998 Dakota, 3.9 v6 2 wheel drive, automatic. He had to have a new clutch fan put on last year and i noticed that last few times i have drove it that tha clutch fan is locked until the truck warms up. It then locks again when it gets to hot. I know it is supposed to lock when it gets to hot but the lock when it is cold is very annoying. The truck is very weak when the truck i first started. After a few minutes of driving it gets much stronger. The fan roars very loudly also while this happens. any suggestions on a fix for this? is it normal?

Well that sucks, I may be doing a Electric fan conversion soon...

Mine does the same thing after having sat for a couple days. Goes away after a few blocks driving. Doesn't seem to have any lasting effects.
