Under dash, weird wiring found

Default Under dash, weird wiring found

1998 Dakota, 4 cylinder manual transmission

See picture attached.
Anyone recognizing this wiring configuration? The jumper, when removed, the car doesn't start and the turn signal lights and high beam light stay on solid. Is this an ignition switch connection?

The female connector on the left has nothing connected to, is this where the "jumped wires supposed to go to?

The reason I looked: obd plug doesn't turn on my obd2 Bluetooth module.

Also, interior lights don't work, dash lights don't work, check engine light is on (although after removing the jumper and reconnecting it the check engine light is off now)

My wild guess, I might as well buy a new ignition switch?
