Default Removing spare tire hanger/crossmember

What is the best way to remove the old spare tire hanger/crossmember? It looks to have some pretty big rivets, can I break them with an air chisel or is a torch going to be the only way?

I don't want to remove the bed if I can avoid it, since i'm working pretty much alone on the truck.

do you have the entire winch assembly for it? I need the winch, bolts and the extension tube/bar to the bumper.

I would cut the head or tail of the rivet like an X or cross with a angle grinder or cut off tool the take the air chisel to it.

Just fixed mine because of a broken cable. A few months ago from what I remember the bolts were 10mm and able to remove them in between the bed and the top of the sheet metal. You say though they have rivets, possibly changed from being bolted? Mine is a 98 and was a real simple job.
