Default Can't get the hood open anymore (98 Dakota)

I went to open my hood and it won't unlatch now. The cable isn't broke. It seems that the latch it just stuck. I think the spring is rusted or something. I've sprayed with penetrating spray, but nothing. Any one have any advice on what to try next?

Get a flat head screw driver and stick it in to the latch and pry around to pop it. That's what I have to do with mine since the cable rusted out and I'm too cheap to buy a new one lol

Gotta put the flat head in there and pry a bit and it will open. Like put the flat head in the hook thingy and move the flat head to the left and it will open
