Electric cooling fan not coming on.

Lightbulb Electric cooling fan not coming on.

Recently I replaced my water pump because it was leaking antifreeze. I have noticed my electric cooling fans not coming on.
The temperature outside is 37 degrees.
If I let my truck idle for 15 minutes the temperature of the engine is 199 degrees and the electric fans still don't come on.
when I turn on the ac the compressor is running and the cooling fans still wont come on.
I purchased a new electric fan when i put in the new water pump.

What temperature does the electric fans come on?
Would the fans come on with the ac On?
When I unplug the temperature sensor the electric fan comes on?

Any help will be greatly appreciated as I am stumped on this one.

It's working normally. The fan turns on at 210 and with AC (normally), but being that cold it may leave the fan off for AC.
