2000 dodge Dakota 4.7 v8 mag, headlight issue

You very likely have a bad ground. The headlights, foglights, and turn signals use the same ground. It's backfeeding.

Looks like you remove the passenger side kick panel and it's right there. Remove the bolt, clean the area, sand it, maybe use some conductive grease, and reinstall.
