Default Over fueling problem

Hi, I have a '99 5.9 rt I recently had the motor rebuilt and bored .030 over there maybe 200 miles on the rebuild but recently it started having a issue. It sounds like it has a nasty cam in it and you get a strong smell of fuel. With the help of a friend he seems to think it's the pcm or the injectors cause when he restricted the fuel flow the motor smoothed out. I thought it was the heads but he says it's a fueling issue and there's nothing wrong with the motor. Can anyone give me some advice as to what they think it could be. Thank you in advance for any advice

Could possibly be a Fuel Sync issue which is driving the injectors for a longer pulse width. Have to hve a Snap-On tool or Dealer scanner to read the fuel sync values. should be between -5 to +5 degrees.

Another thing when we hooked up a scanner to it the fuel trim showed nothing both the short term and long. He says he's almost positive that it is the pcm causing the problem?

If STFT and LTFT are both zeroes, that sounds like the PCM is hanging in open loop because of criteria not being met.
