Default seat belt shoulder height adjuster locked

I am new owner of '99 Dakota SLT Club 4x4. 5.2L, 5-spd. 130k miles. It is a 'project' car, but one of the little things needing remedying is the passenger side seatbelt shoulder height adjuster. It will not adjust and is in the down position. The driver's side works just fine. How should I approach this? WD-40? Hammer on the Torx 50 screw that won't budge? Help. Thanks.

Should be able to press the tab and it will go up and down. I'm not exactly sure how the mechanism actually works.

Thanks, believe me, I've tried MANY times. I will try the torx50 removal as it has to come out if the side panel is ever removed. As I said, originally, the driver's side works well.

yes, definitely wouldn't hurt to pull it off along with the panel

I appreciate the thoughts; thanks. On a whim, upon looking/feeling/pressing at the device again this AM, I decided to try the hammer (albeit a small, light weight one). It worked. After a few firm 'taps,' the torx50 screw moved in and out like the driver door, and it slid the belt anchor up and down. The anchor is now solidly locked int he upmost position.
