Default Odd noise

On my 01 dakota at times going slow or 20-30mph i hear a fast fastfast tap like noise from front ,not often ,an sounds kind of like plastic bags in the wind .
I did just replace brake pads though..
Any thing to look at ..?

Also when going in reverse turning after i stop i feel a front pop.
Is that likely outter tie rod ,or a ball joint?

I did find a outter tie rod bad ,an did the wiggle test on tires..
Seemed tight now.

I back up in turn motion and-at stopping point -POP..
Still ..
Has new sway bar links too.
Is it possible its the brake pads ,they are new an pretty tight ?

What should i look at next ?
