Limp Mode

Limp Mode
2000 dodge dakota 4.7L with 45rfe transmission.
Get error code "incorrect first gear ratio"
acts like its in limp mode - only 2nd and 3rd gear
no 1st or OD. even manual selection will only go down to 2nd.
changed fluid and filter
changed both speed sensors
changed pressure sensor
changed valve body and solenoid pack
changed TCM (transmission shop said they could not diagnose because they could not see computer, but later found that limp mode powers down computer)
checked relays and power
any ideas? Bad Ground? Electrical?
