no power to obd port 99 RT
So this will be a bit dry, but bear with me.
The Chassis of my rat truck is a '99 Dakota R/T, which has had no wiring modifications except for deleting certain wiring (power windows and locks etc) and splicing Dakota lights to the body of my truck. everything else is stock.
I was looking at purchasing a tuner and when i tested it before purchasing, the tuner would not communicate with the obd port.
Through some troubleshooting I've determined that there's no 12v at the port with key on. Every fuse is intact ( reading tells me the obd port gets 12v from #15 fuse which is cigarette lighter?) with power across the #15 fuse.
I have just downloaded a service manual, but I'm having trouble finding the wiring backwards from the obd to battery. The port worked as of a few months ago, and I've found a loose 2 wire harness that looks to me like it should go to a connector (see ****ty pic)

it's hard to see but there's black loom over a pink and yellow wireset. Now If i jump this pink wire to 12v, OBD port gets power and we can read codes etc...
I had wired up my new power seats in the spring to a then unused pink 12v wire into what looks like the old radio harness. a few months later i lost power at that wire and had to change for a new one, always wondering what the hell happened. If i jump 12v here, obd is alive again as well.
The reason for all this information is that I think the pictured pink wire, and old stereo wire are the end of the same 12v power circuit which also powers the obd port with key on. Either the pictured wire is the culprit (where the hell did it come loose from?)
or these are just wires that are unrelated other than they all get 12v
i guess the important question if you're still with me is I need to trace the obd pin#16 back to battery (or maybe just fuse box?) and see where the break is.
any help on a wiring diagram?

I like the project. Hopefully somebody in here can chime in, otherwise I'll see if I can help you out on Monday. We're at the track this weekend. It's really not that difficult, but can be overwhelming.
