The FSM does not have a diagnostic description matching what you report.

So all other gear ranges operate normally?

My primary suspicion would be the rear clutch....

ok so the other symptom is that it seems like theres no first gear when its in drive either, but once im up to speed it shifts and drives pretty normally, does that go along with the idea that the rear band is too tight?

NO LOW GEAR (MOVES IN 2ND OR 3RD GEAR ONLY)
1. Governor Circuit Electrical Fault.
2. Valve Body Malfunction.
3. Front Servo Piston Cocked in Bore.
4. Front Band Linkage Malfunction

Not so sure I understand why the FSM suggests a front band issue in that context, it's only used in second gear. Does manual 2nd work properly?
