Default Question RE CTM Replacement and Flashing

My son's 2003 Dakota seems to clearly have a CTM issue since both the interior and exterior light flicker and it is getting much worse. I am out of the country and I am unable to help him with the repair and he has limited capabilities for diagnosing issues with the truck and is on a limited budget. He can purchase a used CTM (ebay) but the question is whether flashing/programming of the used module would be necessary. His 2003 Dakota has a manual transmission and does not use a fob and does not have security. Would flashing/programming be necessary or could the used module essentially be plug-and-play?

All help or insight is appreciated.
