Default OBD communication problem and no bus message

I have a 99 dodge dakota. I recently hooked the OBD back up. A few years ago the plastic casing broke. All the wires were there and connectors looked good. After installing the new casing I tried using it and it powered the code scanner on but said no communication and was unable to read the codes. I tried a different scanner and same thing. The second time I tried tho the odometer flashed “no bus” all the lights shut of then immediately came back on and the no bus thing went away. Any ideas what could cause the OBD not to read and no bus to flash?

You shorted one of the comms wires to ground, which freaked out all the modules (CTM, Radio, Airbag, Cluster).

does it only do it when you plug something in the ODB port?

I’ll try that. There is also a orange and black wire with a connector on it that comes off of the OBD wires that looks like it should plug in somewhere. Any idea what it’s for?
