Generally this is case by improper installation..when they pressed the new bushings w/sleeves into the control arm it couildve went in a bit crooked and opened up the hole..Ive only seen it once or twice with some newer front end technicians, but it does happen and tack welding will fix the problem..it also could have happend if you let the bushings that were bad stay in too long..if the bar that runs thru the control arm bangs around enough, of course it will open the hole up and the new bushings will slide in and out by hand..
So you can replace the control arm or have it welded, both work quite well.
