I have a 50cc scooter, gets up to 46 mph, great runabout, gets 65+ MPG
I would recommend it for people who do a lot of in-town running
I'm looking at getting some dodge emblems to put on.

I would stay away from most 600+cc sportbikes unless you've ridden a bit before. They're dangerous as a first bike.

Check out beginnerbikes.org or any number of sites dedicated towards people starting out. Suzuki SV-650 seems to be a popular bike for beginners who aren't small. The Ninja 250 is awesome if you're 5'5" or so because it's like a 3/4 scale bike. Other inexpensive bikes if you like a cruiser look would be the Honda Rebel, it's a 250 and cheap. There's also the Buell Blast at about $4300, it's a 500cc. There's a bunch of different options out there.

It may vary by state, but here in WA liability insurance I think is pretty inexpensive due to the fact that you're basically paying for 8-9 months instead of a full year. They type of bike also has a lot to do with insurance. The CBR1100XX that my old boss bought was cheaper to insure than a CBR999 or whatever the next model down was because it's apparently considered a sport touring bike instead of a sport bike.
