Most likely a leak. Even if you don't see it. It can be a pin hole size leak that only leaks out vapors. Or is hidden from sight. The radiator cap is another possibility, and cheep to replace. Also it's best to create a new thread instead of posting up on a old one that is off your topic.
There is a 2000 Dakota, and 2004 Dakota service manual located in the Stickies and FAQ also in the stickies in this section. It is a few posts above this one. Look for a GREEN ARROW pointing at it. Very hard to miss. It has been up there for years, you just have to look.
