Default No steering, Bad pump?

I know this might be common sense but, here's the problem. I was driving down a dirt road and all of a sudden i lost my steering. I popped my hood and checked everything out. No leaks, fluid is normal, and everything was dry. When i turn the wheel, the pump doesnt make any noise. My steering just went out.

I just want to make sure that I have this correct. Your power steering fluid level is normal right? You might have clog in your lines, however, I doubt it.

Yes, the fluid is at normal level. My dad just called me after he called a mechanic. And my dad said that the pressure release valve is stuck open and its not building up pressure.

I don't have the service manual in front of me (I am at work) but do you know if it is mounted in/on the pump, or is it on the rack?

Can you remove the valve from the pump? I doubt it, but if you can, I would say replace the valve. If not, I would buy a new pump off of eBay. Take a look at this one:
