Default Brakes squeal and lock up a low speeds

I have a 99 Dakota 4x4 Ext Cab, V6 3.9litre. The brakes have started squealing at very low speeds, not the high pitched squeal you get when the brakes are needing replacing, just a sound that imitates a squeegee. It feels like the front brakes only. They also start grabbing like crazy, almost like they are locking up. It seems to happen more when the weather is damp. There is no noise at high speeds nor locking up. It also doesn't do it all the time (although most of the time). I have checked the brakes on numerous occasions and all looks okay. Pads are still good, calipers are working, rotor looks alright. Any suggestions

You could apply some anti-squeak grease to your pads/rotors and see if that quites them down. Also, are you sure it is the fronts? You might want to pop off your rear hub and check to see how your drums are doing (if you have drums in the rear).
