Default low coolant temp and heat

Like the subject says, my coolant temp is running low, giving me low heat. When I say low, I'm guessing maybe 150. My first thought was the thermostat was stuck open, so I replaced it with the same results. I am using the stock 195 thermostat. My other thought was that it was just cause it was so cold at the time with -20's wind chill, but now it's in the upper 30's and no change. I flushed the system this fall to avoid the low heat issue. Could debris in the heater core cause the coolant temp to be low? I know it will cause low heat output in the cab, but didn't think this would have an effect on the coolant temp. Any ideas?

Thanks.

No, it's just the stock clutch fan. Wouldn't mind an electric one though.
