Default installing a grill guard on 06 durango

I just bought an after-market grill guard and I am trying to install it but there are two existing bolts on my Durango that I can't seem to figure out how to remove. The instructions for the grill guard say that I need to remove and reuse those bolts during the install. The bolts are just behind the bottom of the front bumper, one on either side. I have even tried an impact wrench which will not unscrew the bolts. They will turn with effort using a breaker bar and are not frozen or rusted stuck. They just won't come loose. Does anyone know what the trick is to getting these two bolts off? I have included a picture of one of the bolts so you can see what I am talking about.

So you bought a cow pusher. Nice. Is it a full or a 1/2? I'd like to see some pics when you get it done. Also try your local body shop or dealer, they should be able to point you in the right direction.

I am going to give this a try tomorrow and see if I can get these bolts off.
