Default Replacing a serpentine belt

I need some help. I am trying to replace a belt that came off a 08 durango. I know the belt route, but im not sure how to get it to fit. I am having trouble as Im not sure how to get the pulley to move so that I can move the belt over the idler pulley. There is a bolt in the middle of the 2 pulleys that requires a socket. Is this what I turn to get the deal to move so that I can finish putting belt on. Here is a picture of what Im looking at.

The idler pulley is spring loaded and flexes inward with a large prybar or socket. You flex it inward and TADA, the belts fits. Release the pulley to reinstate the pressure and the belt is tight.
