Default Water In Fuseblock

Hi all. I have an '06 Durango Limited 29.000mi and this is the third time I've encountered this. The first 2 were covered by warranty, but sadly, it expired 1/4/11. Now I'm looking at $700 to replace it, yet again! I was finally told what causes this problem, of course now that I have to pay for it. The sunroof drainage tube on the drivers side clogs and water runs directly on to the fuse block behind the kick panel. My only other option to replacing it is removing it and letting it dry.

My question is, has anyone done this with success and what's the procedure to remove the fuse half of the block?
