Default Behind the grill.....

Behind the grille of my '06 4.7L Limited the other day i saw a piece of fabric, kind of a rubber material, that was deflecting airflow onto the radiator. I started poking around, and noticed that it was actually blocking air from getting into the airbox directly. Anybody else seen this or noticed this? Has anyone removed it? We have an open grille that allows air to freely pass over our radiator so the need for this piece of fabric is what? the only thing i could think of is to keep excess moisture from going into the airbox, but i am not certain. My plan is to remove it unless anyone can give me a good reason as why i shouldn't?

leave the rubber piece in as it stops the rain from getting into that area i have a cai and that is where the air filter is and you do not want to get it wet and it will get your electrical wet and run like crap...........
