Angry New tie rod on my 04 Durango, now I can barely turn it

I did a little unintentional off roading in a ditch during a recent snow and icy spell. I picked up a giant tree branch in the suspension and it bent the tierod.

I took it to a local mechanic who replaced the tie rod. I took it for a test drive and it seemed fine. About 30 minutes later I was trying to parallel park and it's like I had no power steering. When I tried to turn the wheel while the truck was stopped the front end whined like I was locking the steering hard to the right or left. You know, the sound the power steering pump makes when it's being taxed? It's making that sound any time I try to turn the wheel and the motor is idling. At speed, it turns fine.

I looked underneath where the new tie rod had been replaced and the mechanic had missed fixing the rubber boot that covers where the axle connects to the spindle. (I think that's the correct terms. I'm not a mechanic and only know enough to be dangerous.) Anyway, it's the rubber boot that protects the wheel bearing and all that.

None of this happened before I had the tie rod replaced. Anybody have anything like this happen to them before?
